【扫黑除恶】南江县赤溪镇蒲坪村原村主任胡永乾涉黑涉恶腐败问题

<span style="max-width: 100%; letter-spacing: 2px; font-size: 14px;">年初以来，全市纪检监察机关认真贯彻落实习近平总书记关于扫黑除恶的重要批示指示精神，坚决按照中央、省、市关于在扫黑除恶专项斗争中强化监督执纪问责工作部署要求，坚持把扫黑除恶同反腐败斗争和基层“拍蝇”结合起来，强化监督、铁面执纪、严肃问责，坚决查处涉黑涉恶腐败和“保护伞”问题，不断推动全面从严治党向基层延伸。现将查处的6起典型案例通报如下。</span>

                     <span style="max-width: 100%; letter-spacing: 2px; font-size: 16px;">2014年3月以来，胡永乾在担任蒲坪村村主任期间，无组织无纪律，作风霸道、独断专行，未经镇党委政府同意或村民选举随意任免村社干部；插手工程建设，无故拆除土地增减挂钩项目户按规划已开始修建的房屋，扰乱易地扶贫搬迁和土地增减挂钩项目建设秩序。在蒲坪村聚居点建设中，以要挟、恐吓、阻工等方式侵占施工队钢筋9吨（价值约30000元）、木方两车（价值约10000元）用于自己及他人私人建房使用，指使损毁施工队建筑材料（价值约5000元），纠集人员故意阻挡施工队清算退场时运走建筑设备及材料。2018年5月7日，胡永乾受到责令辞职处理，并移送公安机关依法处理。</span>

                        <span style="max-width: 100%; letter-spacing: 2px; font-size: 16px;">2018年1月30日11时许，彭忠福伙同他人以董某某未按照协议归还朋友欠款为由，在南江镇一茶楼内不让董某某离开并派人跟随。期间，董某某朋友到该茶楼欲将其带走，彭忠福等人进行阻止并将董某某再次带回茶楼不让其离开，至1月31日19时许，彭忠福将董某某放走，涉嫌非法拘禁。10月22日，彭忠福受到开除党籍处分，涉嫌犯罪问题司法机关正在依法处理。</span>

                        <span style="max-width: 100%; letter-spacing: 2px; font-size: 16px;">2018年2月15日，胡发年、胡斌酒后带领家人以收取村上债务为由，驾车堵塞喜麻公路，致该道路交通完全中断长达4个小时。同时，胡发年、胡斌等人辱骂、殴打被堵车辆驾乘人员，并以铁铲、菜刀攻击等方式威胁劝解人员，引起围观群众以微信小视频及朋友圈的方式传播，造成严重不良影响。2018年10月18日，胡发年、胡斌分别受到开除党籍处分。</span>

   <span style="max-width: 100%; letter-spacing: 2px; font-size: 14px;">从上述典型案例看，有的党员干部寻衅滋事，目无法纪，有的党员干部和公职人员包庇纵容，履职不力，为黑恶势力充当“保护伞”。这些问题严重破坏当地政治生态、经济秩序和社会安定，侵蚀了人民群众对党和政府的信任，影响了人民群众的获得感、幸福感、安全感，必须重拳出击、严肃查处、严惩不贷。</span>

   <span style="max-width: 100%; letter-spacing: 2px; font-size: 14px;">全市各级纪检监察机关要坚决贯彻落实中央省市决策部署，把打击涉黑涉恶腐败和“保护伞”同整治群众身边腐败问题紧密结合，紧盯涉黑涉恶问题突出、群众反映强烈的重点地区、行业和领域，紧盯村“两委”、乡镇基层站所及其工作人员，做到有的放矢、精准惩治。要加大案件查处力度，结合全市扫黑除恶专项斗争监督执纪问责“集中攻势”，对上级交办和重点督办的涉黑涉恶案件，及时介入、同步跟进、“一案三查”，深挖彻查背后的腐败和“关系网”“保护伞”问题，确保除恶务尽。要注重发现和查处因不敢管、不愿管、不会管等造成黑恶势力坐大成势，以及工作中不担当、不作为、责任落实不力的形式主义、官僚主义问题。要加强与政法机关的协作配合，共同在深挖问题线索上想办法、出主意、用实招，力求思想上一条心，工作上一盘棋，办案上一体化，合力推进扫黑除恶专项斗争持续深入开展</span><span style="max-width: 100%; letter-spacing: 2px;">。</span>
