<span style="font-size: 14px; color: #262626;">《批复》中称，各县(区）和市级相关部门要按照片区划定情况，坚持一张蓝图绘到底，统等推进以片区为单元有序编制乡村国土空间规划，实现基础设施、公共服务、产业发展、生态保护等“多规合一”，坚决守住永久基本农田、生态保护红线、城镇开发边界三条控制线，探索建立片区联席会商机制，坚持共谋、共建、共治，推动片区一体化协同发展。要坚持底线管控，片区划分不是建制调整，不改变行政管理关系，不新设行政机构，不增加编制和人员，不改变财政投入体制，不削弱非中心镇管理服务功能，不影响群众正常生产生活。要做好成果运用，突出片区功能定位，推动形成特色鲜明、优势互补、协同联动、竞相发展的良好态势。</span>
